A user with the "Can edit this page" permission level can click the Lock icon to unlock the page. However, they have no way to lock the page again because the menu item "Lock (Toggle)" does not appear. Only people with "Can edit this page and modify its permissions" (or above) can lock pages.
A permission that allows unlocking, should symmetrically allow locking.
Suggested resolutions:
* Keep the lock icon there permanently and make an Unlock icon for unlocked pages. Editors (and above) should be able click on it for a toggled state. This is preferred because when I asked on Discord about this, people didn't realise you could lock pages. A permanent icon would make that clearer for new users.
OR
* Enable the "Lock (Toggle)" menu item for Editors.
